Russian President Signs New Bill To Deploy Troops Abroad 92 days ago
(RTTNews) - Russian President Dmitry Medvedev Monday signed into law a bill allowing the government to expand the use of its armed forces abroad in certain emergency situations.
Federation Council, Russia's upper house of parliament, passed the bill Friday.
Medvedev had submitted the bill to the parliament in August, just after the first anniversary of Russia's five-day war with Georgia. The bill was approved by the lower house, the State Duma, on October 23.
Addressing the Council last week, Medvedev said the law would be used only in cases of extreme emergency as a "last resort" to protect Russian citizens abroad.
So far, Russian president was permitted to deploy the country's security forces abroad only for fighting terrorism.
Under the new law, the Russian president can decide to deploy armed forces abroad if ratified by the upper house of parliament.
The new law was prompted by Russia's war with Georgia last year. In August 2008, Georgia launched a large-scale military attack against the self-proclaimed Republic of South Ossetia, killing dozens, including Russian peacekeeping troops.
Russian forces retaliated by entering South Ossetia and giving a humiliating blow to Georgia in five days of intense fighting that killed hundreds of Ossetians and drove thousands of others from their homes.
